Is it possible to have the a database completely update to have it all accurate with all the correct information added?

You should be able to flag all of your profiles and then go to Collection --> Flagged --> Refresh.

At least I think that'll work... I haven't done it in years to be honest.

Just be sure your Locks are all open to accept the changes. If you want to save certain things as they are, you can lock some things down individually.

Have done this lately and still there is discrepancy between local and online titels.

It's doubtful, the larger your collection gets. There's still a ton of stuff in the database now that doesn't exactly follow the rules. All of that has to corrected by us users, and the chances of every single DVD/Blu-ray being correct according to the rules (which do constantly change) would be nothing short of a miracle.

As long as people are mining IMDB credits, and not using the credit roll from the movie, there will be incorrect profiles that have to be corrected. Then there is the Common name that can change from one to another. BYs, if a common name changes and a birthyear is no longer needed, it's next to impossible to remove it from the database.

Who's interpretation of the Rules?

The Rules are like the U.S. Constitution.  A series of guidelines which do not cover every possibility.  People interpret it differently. Same with the Rules.
