I've experienced disc rot on Laserdiscs but not on DVDs. The "rot" looks much different on a laserdisk, but then the manufacturing process is entirely different. Also, the "rot" took literally years to show, and was a result of age and improper storage ... not manufacturing faults. I own many hundreds of DVDs, and 54 HD-DVDs, and "narry a one" has shown any signs of "rot" ... yet.

If you want to experiment with rot, it seems that all but one of the cases I've seen involved a slightly damaged disc - so drop one onto it's edge on concrete.  That should do it.

Oh yeah, then wait a few months.

In the 60's, People took Acid to make the world Weird. Now the World is weird and People take Prozac to make it Normal.

I've heard that if you say his name five times into a mirror, he comes and installs Sony equipment in your house when you're asleep!
