SOLVED:  I tried turning off firewalls but that didn't help.  I noticed that I was also having issues with OneDrive syncing a few files where they would start to upload and then restart.  In the process of troubleshooting, I disconnected from my 5GHz wifi network and connected to my 2.4GHz and I noticed that OneDrive synced immediately.  I tried syncing DVD Profiler on the 2.4GHz wifi and it synced without errors so it appears that there is some sort of issue with my 5GHz wifi.

I've been getting the error for several weeks, and also on two different computers.  I even tried clearing my online database and creating a new desktop database but I still get the same error.
